Wynnie-Fred Victor Hinds
Founder & Chief Executive Officer
Wynnie-Fred Victor Hinds has over twenty years of experience working with private, public, grassroots organizations and businesses. She has collaborated and done consultancy work on Environmental, Sustainability, Health, Economic, Recreation other issues and events, with various organizations, local officials and stakeholders. She does community outreach and organizing to get people involved in the decision-making process to find tangible solutions to issues that affect our environment, health and quality of life. She is also a member of the Newark Water Group. A grassroots think tank and advocacy organization that advocates for public control of Newark's Water and Sewer System.
After years of seeing what works and what doesn't, she is even more passionate about providing essential and innovative programs and services to the community. She has worked with Bread for the World in Washington, D.C, Maryknoll Lay Missioners in South America, Círculos Femeninos Polulares in Venezuela, as a Consultant for the United Nations Population Fund in New York and Egypt, Changing Images, as well as various organizations here in the U.S. and abroad. She is also a Board Member of Clean Water Action and Green Leadership Trust. She is on the Data Advisory Steering Committee for Jersey Water Works and the Waterfront Alliance's Task Force, "Rise2Resilience", a coalition of more than 400 leaders in New York and New Jersey. The Jersey Water Works Committee is working on designing an Online Data Dashboard "Jersey Water Check" on Water Infrastructure, for the community, stakeholders and Water Utilities.
In August 2019, she was one of two recipients of Maryknoll's first annual "Bishop McCarthy Spirit of Mission Awards". She was nominated by Governor Murphy for a seat on the Highlands Council. She was also appointed, by the Mayor of Newark, NJ and the Municipal City Council, to the Board of The Newark Environmental Commission October 2015. She currently serves as Co-Chair. She is fluent in Haitian Kreyol, Spanish and French. She has a B.A. in Economics and Management & Administration and a M.S. in International Relations.
Emelyn Tapaoan
Co-Chair Treasurer
Emelyn is and Adjunct Professor at several colleges of the City University of New York teaching various courses in Sociology and Political Science. She has years of advocacy and grassroots experience with issues pertaining to Human Rights, Environment, Health, etc. She is a highly energetic and enthusiastic individual, with a solid background in education, communication, research, training and administration, with a demonstrated ability to communicate effectively, motivate, and work collaboratively. She has an M.S. in International Relations.

Arlene RB Sullivan
Co-Chair Advocacy
Arlene RB Sullivan is an Artist and Executive Director of Changing Images. Arlene Sullivan became interested in painting in hospitals and other institutional settings shortly after her two-week-old son was hospitalized. Surrounded by nothing but sterile walls and an overwhelming amount of machinery, wires and tubes, she soon found herself breathing in time to the beeps. Realizing that at some point we all may spend time in this type of setting, Arlene set out to create a brighter and more cheerful environment. Since 1997, Sullivan has painted thousands of paintings on a worldwide basis with the help of thousands of volunteers.
Sullivan, with co-founder Mary Ann Martello, founded Changing Images in 1997. Creatively limited in their then current positions, they set out to combine their talents and dreams by creating a truly dynamic organization dedicated to the concept that art is “Medicine for the Soul.” Changing Images and Stepping Stones have partnered to bring this vision of “Medicine for the Soul” including a brighter and more cheerful environment to a wider array of people locally and globally.
Josie McNeil
Co-Chair Education
Josie McNeil currently works with exeptional children in the Durham public school system with a focus on autistic children. Born in Trenton, NJ, she attended Stuart Country Day School in Princeton, NJ before moving to North Carolina with her family. She obtained both her B.A. and M.A. from the University of North Carolina at Chapel Hill (UNC-CH). Josie worked in Administration at the Institute of Latin American Studies at UNC-CH before moving to Venezuela. C
Josie spent three years in Venezuela working with a non-profit, NGO. Her work included, but was not limited to, Community Development, Social Justice, Human Rights, Environmental Issues, and Advocacy for marginalized populations. Upon her return to North Carolina, she worked in Environmental Education, serving on various Civic Commissions, Non-Profit Boards and Volunteering in the community.
Leonora Kelsey
Co-Chair Communications
Leonora Kelsey is a potter and painter originally from Brooklyn, NY currently living in Pennsylvania. She is a also a former fitness instructor who loves the outdoors. During her free time she enjoys working with Seniors and study nature. She studied at the Art Students League of New York and The Fashion Institute of Technology.
